Got it running on the third try. I realized on the first two cranks that none of the cylinders were getting the spark at the right time. I reversed the coils from the instructions in the manual and it fired up immediately and idled better than my VPC+550cc chip+stock ECU did. I suspect the injector wires are wired incorrectly or the coil packs are marked incorrectly but that no longer matters.
