Veteran Davis Police Officer fired by UC Davis Campus Police Department after suffering a year of repeated acts of unlawful discrimination.
Shortly after members of the UC Davis Police Department learned of his sexual orientation, the Police Department initiated an internal affairs complaint on a four month old traffic collision even after he had already been cleared of any fault by the Sacramento Police Department.
The Campus Police Department put together a sham investigation claiming that he violated Department policies. That investigation was improperly conducted and will NOT survive the light of day.
Officer Calvin Chang had suggested that UC Davis hire more Asian-American Police Officers.
Fired on his Birthday! Despite having completed 97.3% of his probationary year.

A partial list of hostility directed at Officer Chang:
Racial Slur broadcasted to him over police radio by his supervisor.
Continually referred to by the name of the agency's first Asian-American Officer. (who was also mistreated)
Harassed by supervisor who informed him that gay sex was illegal in California.
One officer attempted to physically simulate a grossly obscene homosexual act with Officer Chang.
Subjected to the word "fag" by a fellow officer in the presence of a supervisor - No Action Taken.
Police Administrator falsely alleged he had been in three collisions.
Police Administrator knowingly solicited false statements from a witness.
Accused of being a "high risk driver" despite 19 collision free years of driving. (11 years as an officer at Davis Police Department collision free.)

Stupid question because I don't know California that well, but there are some charts that show API workforce disparity. What is the difference between the UC Davis Police Force and City of Davis Police Force? Jurisdiction?

usually, ucla has their own police station which generally serves westwood and the campus. they're usually more senstive toward the campus but some of them can be complete assholes. especially picking on kids who skate and don't do anything illegal.

UCD officer seeks reinstatement
Alleges he was fired due to race, sexual orientation

Oct. 29, 2003 — The Davis Human Relations Commission is holding a special meeting tonight regarding the release of a Chinese American UC Davis police officer and the lack of Asian Americans on force with the UCD Police Department.
The meeting will be held in the community chambers in City Hall at 7 p.m.
In July, the UCDPD released probationary officer Calvin Chang on the basis that he was a “high-risk officer” citing three on-duty traffic accidents, said a press release provided by Chang.
However, records show that Chang, a UCD alumnus, was only involved in two collisions while on duty at the UCD Medical Center. In both accidents, he was declared not at fault by the Sacramento Police Department.
Chang, a Davis Police Department veteran, was released from the force one week before the end of his one-year probationary period.
During this period, the department does not have to give any reason for release.
Police officers who do not complete their probationary period and do not become career officers are often unable to find jobs with other law enforcement agencies.
Chang, a hate crime expert with a master’s in criminal justice, transferred from the DPD hoping to apply his expertise on the UCD campus. He was also attracted to the work environment and retirement plan.
According to Chang, a UCDPD lieutenant requested an internal investigation of his second accident in February, shortly after the incident. However, Chang said that he was unaware of the investigation and that testimony from his own report recounting the incident were not cited.
Knowledge of the investigation did not come to light until April, “suspiciously” after Chang revealed his sexual orientation to a co-worker.
“In a police department, if they find out you are gay, they’re not stupid enough to just fire you, they’ll try to find other ways,” said Chang.
However, he said that it was his ethnicity that really triggered the bias against him and that his sexual orientation only pushed them even further.
Due to the personnel nature of the matter, university officials could not comment on many aspects of the complaint.
At UCD, about 37 percent of all registered undergraduates are Asian American. Including Chang, UCDPD has employed two Asian American police officers in its history. Now, there are none on the force.
In comparison, there are six Asian American officers who serve in the DPD. Both departments have about 50 total officers.
“We have conducted very focused outreach to bring not only Asian Americans, but all ethnicities [into the force],” said Handy.
Chang filed a formal complaint to Vice Chancellor Stan Nosek alleging that his employment release was due to discrimination by race and sexual orientation. Chang is also requesting reinstatement as part of the complaint. The university’s reply is expected Nov. 4.
The university administration has the authority to “render decision to either accept or object the complaint,” said Dennis Shimek, senior associate vice chancellor of human resources.
Shimek will serve as campus liaison at tonight’s HRC meeting.
In addition, Handy said that he is interested in complying with a request from members of the community for a meeting regarding the Asian American recruitment issue.

Shit, this is scary because I'm applying to that school for my graduate program.
