how do you think it should cost to replace a bumper??
on a 99 Accord? I thought i wouldn't be more than like 300, but some place just quoted me 650...
JUST painting and replacing the front bumper..

650 is way too much. i just called my body shop and he said that he would so it for 350.

Are you sure he's using OEM parts? You'd better check that you're getting a polyurethane bumper skin/cover rather than a molded ABS fakie from Taiwan. And will the bumper be REPAIRED or REPLAED? There's a HUGE differences, this is where a large disparity amongst prices may be.
Who knows, he might be hooking it up.
This would be my breakdown of price per unit to REPLACE a bumper (guesstimate):
Bumper cover ~ $200-300
Paint ~ $100
Labor ~ $100
approximately $400--$500 bux.
This is my opinion only, again replacing the bumper with only replacing the bumper skin (no damage to front bumper support, etc).
Body shops will quote you a price but usually will try to jack it up (or down) and they'll give you a bill afterward, estimate does not always translate to purchase price. I would be wary about extremely low prices, this could relate into cheap labor, bad paint, cheap finish... if the bumper isn't properly painted, it WILL flake, crack, show paint runs, color won't match, easily obtain road stone chip damage (occurrs from poor paint preparation and application). There's a lot of other things to consider, just be objective.
