Scouts to get free condoms at jamboree

Scouts travelling to the international jamboree in Thailand are to be given free condoms.

Thai health ministers said there had been reports of scouts having sex at other gatherings and they were determined youngsters heading to the four yearly jamboree would live up to their motto and "Be prepared".

Dr Pipat Yingseri, of the Public Health Ministry, said the condoms would be given out on request at the 20th World Scout Jamboree, southeast of Bangkok.

He said: "We want to promote safe sex.

"We will offer condoms to scouts who need them, but I think most of them will already be well-prepared."

About 20,000 boy and girl scouts, mainly aged between 14-18, are expected at the 11-day jamboree.

The scouts will be sited at a large seaside campsite in Sattahip, about 81 miles from Bangkok.

Sattahip is just a short drive from the seaside town of Pattaya, which is notorious for its thousands of go-go bars, massage parlours and brothels.

The ministry's inspector general said the government were aiming to protect the scouts and not to encourage promiscuity.

"We are preparing the condoms to prevent Aids, not to encourage sexual activity.

"In case they need them they can ask for them from us. "Nobody can control sex 100% when thousands of people live together, so my aim is to prevent Aids in case of sex."

The 1998 jamboree was held in Chile where there were concerns over travel, due to unrest and rioting over the House of Lords decision that General Pinochet was not immune to prosecution as a former head of state.

Sounds good. Free condoms are always good. Anywhere where a bunch of 14-18 year olds will be, there will most definately be sex. And it's good that they're not just straight giving them to people. As long as they have to ask for it, it's all good, I think.

You do know in these jamboree's it's nothing but men and boys. I mean NOTHING, but men and boys. They say they its both boy and girl scout but in one camp there will be men and boys only and another camp there will be women and girls only. We just had a Supreme Court case over this issue. The last thing the scouts need is encourage safer sex when sex is against certain oaths and laws (example. a scout is clean)

Wait, what "scouts" are they talking about? Boy Scouts? This is in England, right? I didn't know they had Boy Scouts in England.

Boy Scouts originated in England. Boy Scout are everywhere. I remember seeing scouts in HK.

Would you prefer that those few scouts who choose to do something sexual of nature to do so without a condom? Whether you like it or not, there are ALWAYS going to be a few kids who're gonna find a way to get freaky.

And just 'cuz they have sex doesn't mean they're not "clean." They wouldn't be clean if they weren't using condoms... so providing protection, I believe, is upholding your precious oath.

The "clean" part in the oath refers to tidiness. ("A scout is considerate and clean, kind and cheerful, etc..")

And not all jamborees are divided into male and female camps. I've been to plenty where the only division was in between troops.

nothing prevents them from buying it on their own dime. as boy scouts they should be damn well responsible enough to do so on their own, rather than needing the organization to baby them. I'm willing to bet a higher proportion of boys among boy scouts than among the general population are committed to some sort of moral code, religion, worldview, what not, telling them to avoid sex outside marriage or a serious relationship. They're the ones the Boy Scouts should be providing support to, not the ones who can't keep their pants up for a few days while they're in a foreign country.

i think the point of the condoms was so these scouts dont get aids from dirty thai whores who have a 50% chance of having HIV and a much greater chance of STDs. so its a true 5 dolla make ya hollah even!

If you're stuck at a jamboree that you weren't PLOTTING to have sex at, and the situation arises, isn't it nice to have condoms there for you when you ask???

I don't care that they're out on sale everywhere you go, it's still a good idea that many places hand them out to teens.

Something tells me it's more of the former.

If there's a way to keep them from leaving the grounds, to go to where the women are, then that could be "safer" enough.
Remember that this is taking place in Thailand, which shall we say isn't like most countries.
Are most of these scouts going to bring their SO's along??

The thought of 14-year-olds using Thailand's "special services" is kinda freaky IMO.

Hell no, they gettin the pill, the patch, or the ring. Since it's Thailand, I'm afraid some will go in as boy scouts and come out as girl scouts.
