He was an "executive officer without portfolio", which means that while he didn't have any official, permanently set responsibilities, he still could stick his nose anywhere he pleased.

^ That seems to be why some people are already doubting this change because the argument is that while Yang may not have been running the company, he was still at Yahoo and onboard with a lot of the things that led to the former CEO eventually getting pushed out. If you're really trying to bring in drastic changes, do you really hire Yang as CEO?
