It's traditional local communal public bathhouses,majority are located in neighborhood where apartments or low income housings have no in-home shower.

No, not anymore, that was true in the past. Now it's just a common public bath. Everyone these days have their own bath and shower.

I know in Hong Kong they still have "Public Washrooms" (In this case they mean "wash" literally) in certain districts where the homeless can wash up either for free or a small fee (Don't remember which). I think Vancouver has a few too in its seedy districts, but my friend went in one while he was volunteering to help the homeless and he said it was pretty grotty, so yeah.
I think Japan still has common public baths today? (more like places to hang out more than actually "wash" if I'm not mistaken)

Sento facilities are still part of local Japanese traditional culture and thriving as private enterprise with a modern touch.

One ( 2006 ) Japanese TV dorama " Sento no Musume " starred Mari Yaguchi depicts this native tradition,her character role step-father operates a neighborhood Sento.
This brings back the Sento question I posed on 2 Japanese female nationals some years ago,they both denied it's existence.The Japanese obaasan was mildly offended by my questioning,I guess she took it as if Japanese were looked down upon or Japan is still a backward nation like all other " third world " Asian nations Japanese skillfully distance themselves from as many white-gaijins can attest to the fact majority locals wouldn't regard Japan part of Asia.
