Change of pace from what, exactly?

Anyway, this kind of stuff is just stopgap measures. What would really solve the problem is cheap desalination plus longass aqueducts (to get the water from coastal areas to the desert). Fortunately, China obviously has big experience with aqueducts. As for desalination, People's Daily are saying 5 yuan/cubic meter even two years ago; but in reality, that needs to come down lower before it's competitive:

Oddly enough, in Spain they're still quoting around US$1/cubic meter. Might be due to energy cost differences. Either that, or they're using geothermal energy for desalination in China, which would be surprising.
