That's probably because a couple weeks ago it was all over the news about that in Vancouver. There were all these crazy races going on, people getting killed and stuff. I think that's what you're thinking of.

As for police just arresting teens who drive cars with racer tires.. no idea. None of my friends drive racing cars.. :P

I don't see them doing it where I live though.. and we have a pretty big chinese population..
