Depends on where you want to go to school and what you want to study!
Los Angeles:
Pros - I LIVE HERE! Lots of people to play with. Lots of clubs to go to. Lots of drugs. Lots of sex. Lots of naughtiness. Lots of culture. So basically everything you need in a city, wrapped into one.
Cons - Driving sucks. Parking sucks. Don't even TRY public transportation without leaving your pictures behind for the milk cartons. Expensive.
Orange County: (given, a lot of this depends on WHERE in OC)
Pros - I AM HERE A LOT! Clean as fuck. Driving situation is prime. Parking is accessible. Making friends is easy. Lots of young people. LOTS of drugs. Lots of sex. Living in a slightly sheltered place, so you don't have to worry about your car getting jacked or your house getting robbed, but close enough to the big bad city to have a good time.
Cons - Not as many fun places to hang out,m but you're only a few minutes drive from LA. Sheltered. There's a reason it's referred to as "living behind the orange curtain."
Santa Barbara:
Pros - BEAUUTIFUL. Party party party. Most people are college age. Surfing is PRIME.
Cons - Don't expect to get a ton of studying done. I heard 80% of the people at UCSB have had STD's at least once.
(I'm unsure about the living expenses and all that. I've only been there a few times to party.)
San Diego:
Pros - Also really pretty. Driving isn't so bad. Lots of bars for the 21+; Mexico for the 18+. Plenty to do. Surfing is off the hook here, too. Lots of parties when you get closer to UCSD.
Cons - People who live there tell me it's boring. There's too many tourists. The beach thing kinda gets old.
If you ask me, SO cal is where it's AT... where else can you go surfing and snowboarding in the same day???

I live in LA, however I do not know whether or not that is a pro or con.

i think angel covered it pretty well...denno what else to add 'cept this:
PRO
im here! ^_^ that is, unless my parents have their way and ship me far off to the other side of the earth after high school. i figure if i start to bawl the second i leave their embrace on THE day (if it ever comes) that i can guilt them into taking back their decision. anywayz back to what i was saying...yes, itll be a pro to be able to launch our wild and crazy adventure of terrorizing so cal, sperm selling, cat swapping, and of course, setting an iguana free in the "wilderness" (aka our oh-so-clean apartment).

pros: motorex/ skyline GTR, sr20det capital, import racing land, nice suburban mountains and lots of near by tracks (willow springs) and autox events to ply ur car skills.
con: ricers, gangsters, and haters. driving is a race all in itself for parking and position. also ppl like guns here.
Where in SoCal to live should primarily based on where you end up going to school, I'd say, unless you're willing to commute. And you probably don't wanna commute 'cause the traffic here generally sucks.
Since you want to go to a UC, aim high and get into UCLA and live in Westwood (if you want to live in a college "town"), West LA (cheaper rent, fewer students), or Santa Monica. You'll be legal by then so feel free to live in Santa Monica near me. j/k.
Go to Irvine and you'll probably just end up living in...Irvine. Don't know much about Irvine.
Go to SB and, again, you'll probably just live in SB.
Go to SD and live in sleepy ol' La Jolla where old wealthy people go to die. Luckily, actual SD has a pretty cool nightlife.

It's boring, yeah. But I enjoy the fact that this is a town where you are friends with your neighbors, you can leave your doors unlocked, and you can just chill and raise a family. I'm actually in Irvine right now, visiting my parents (and my old computer). It's comforting to know that places like this still exist. And I'm glad my parents live here, I don't want them living in some danger zone.
Besides, growing up here, we never ran out of things to do. But that's probably because we hung out anywhere BUT Irvine. It was routine to drive to HB, Newport, LA, SD, or Riverside to visit our friends, get mad wasted, and go to parties.

We still do. And I live in the ghetto part of Irvine. Well, we don't leave it unlocked when nobody's home...
But my neighborhood's never had any problems. People around here still leave their garages open with the door into the house wide open. I leave my car in the driveway with the keys in the ingition on occasion, as well.
False security, you think? I don't know. I think we're all just used to it. Most of the people in my neighborhood have been year as long as I have.

^-- I'm right near UCLA's campus. I am more bored in LA than I was in Irvine, but that's probably because I left all my friends back in Irvine. =(

Wait, does that mean they've long since done away with those fucked up ordinances that fined residents for leaving their garage doors open too long? What about painting your mailboxes different colors? I have this really twisted view of Irvine and I'm not so sure how much of it is justified. Ironically, I've been submitting lots of resumes for jobs down there...

Depends on the neighborhood. Mine is very chill when it comes to stuff like that. The *Asian* part of town is meaner. You can't leave your own damn car parked outside for too long without moving it at least 3 inches every couple days or some shit like that.

No, you still get fined in Irvine for having your garage door open. You get fined for everything and anything. The cops seem to have nothing better to do.
If you want to have fun and party, then live in LA. Non-stop party fun. If you do go to Irvine area then you can always drive up to LA to have fun. About a 45 min drive.

You don't get fined in my neighborhood. I don't think we've gotten fined for anything in the 20something years we've lived there. I got fined in Newport once though. For fucking littering.

Smog isn't really that bad. It's kinda gross in the valley, but it's not as bad as people claim it to be. You just live with it.

Well, the coastal areas are usually pretty good depending on the air flow... And if you're high enough in the mountains, you're above the smog.=)
But the smog's not consistent. Sometimes you look up in the air and see all that brown shit and go "eww." Other times, the air's pristine.

probably nowhere. you're gonna have to pick one or the other... cheap or low crime. there's tons of places where it's moderate everything.... but nothing cheap AND low crime.
if you don't want to find a place that's too much, i'd stay away from places in OC like irvine and aliso and laguna niguel. but those aren't terribly exciting places to live anyway. some places in LA are moderate, but they're not exceptionally nice. my apt is expensive. =P

Define "cheap," define "crime," and define "crap."

I don't think you should have much of a problem landing a place for $900/room in a multi-bedroom apartment in most parts of SoCal. Last I checked, housing is still cheaper down here than up in SF. And, for the most part, you won't run the risk of getting shot, stabbed, mugged, or having your car jacked 'less you go out of your way to move into some really shitty part of town...
