Do you have to have a DVD burner to burn onto a DVD-R? What if i just want to burn some files onto some dvd-r's, not like a DVD movie or something?

I say "yes".
Now there may be a tech head here who knows how to "get around that", but as far as I know, you need a DVD burner to do the task you describe.
My suggestion is for you to use a CD-R if you have just a few files to burn.
Nero is a good program to use for this task.

yes you do. there is no way to burn files to a dvd-r without a dvd burner

That sucks, well if anyone has a dvd burner, best buy online has dvd-r's for 19.99 for a fifty pack.
I have to note that DVD-R and DVD+R are two different formats. You need not only a DVD burner to burn DVD-R, but a DVD-R compatible burner.
DVD burners are coming down in price, as low as $60 for a good-enough quality one. To me, it's worth getting one that's compatible with all writable DVD formats for the amount of space vs. sticking with CD-R's, but you may want to wait for the prices to come down more.

I hope it comes down a LOT, dvd media disks are soooo expensive!

I'm waiting for the dual-layers to come down in price. I have a DL burner but the blanks are so expensive.
