well.... maybe it's like the original refried beans... or maybe they cooked it, then it got cold, and they said what the heck, let's cook it again so it'll be hot...and lo and behold they thought it tasted good...

I've never heard of this. Which country's specialty is it?
does this mean if I order it they'll actually cook it "twice?" I'll have to wait double the amount of time to get it?
If I get it and it tastes like it's only been cooked once, can I send it back?

Probably a case where the name of the dish didn't translate well directly into English. Many dishes have meats cooked with more than one method, like quick sear and finish in the over, or deep fry then steam.

There's a dish in soul food called "pulled pork" which is the same thing as "chopped pork" and all both are (if you've never had it), is a hock of pork meat (not fat) taken off the bone and shredded, then simmered in sauce.
There's prob'ly different ways to call it, depending on where you are, though. Yeah, names can trip a body up sometimes. Like, tatsuta-age and kara-age are (or can be) both fried chicken, but one is with bone and the other is boneless? And people make it different depending on where you go...
