WASHINGTON -- The nation's top trade negotiator has placed Korea under heightened scrutiny because Seoul has failed to eliminate a set of trade barriers that are costing U.S. motion picture and recording studios millions. On Thursday, U.S. Trade Representative Robert Zoellick elevated the country to the priority watch list, the second-highest warning level available before the country faces trade sanctions. "The pirating of U.S. intellectual property robs Americans and hurts those countries whose economies rely on innovation, technology and investment," Zoellick said. "The administration is committed to protecting American creativity and intellectual property, one of the most dynamic sectors of our economy.
